they used a whats called a merger to join the two schools. An example of a merger in business is waitrose and John Lewis. in this case the two schools merged to join forces and, effectively make Waterloo road a better place (or to make a better story line- as it was getting a bit dull, anyway).or maybe they decided that they needed some new members of the cast- and families, for that matter (continue watching series five and you'll find out that josh Stevenson is tom Clarkson's son!!!). anyway, thats my opinion so you might like to research it a bit more on the net. thanks for reading!!♥
