He can still file an injunction to stop it or have you ordered to return the child, so go to court and put together an agreement. This can also be done using a mediator. See link below

It is possible to register the birth certificate of a newborn baby if the FATHER doesnt want to sign on it and doesnt want to use hes SURNAME?

Yes, you can. Most states prohibit naming a father without either a marriage license or a DNA test. Of course, if you are unmarried and sue the child's father for child support, the father's name will be added to the birth certificate. Also, in almost all child support cases, the child's last name is changed to the father's last name.

Can a mother take her children to another state with out father's permission if not married and he does not pay child support and she is the breadwinner?

What does your court order say about moving out of state? Does the non-custodial parent take part in visitation with the child? How screwed up do you want the child support to become? The adult way to handle this is to have a conversation with the other parent and let them know your intentions, why you are moving and the impact this will have on visitation. If the other parent visits regularly the order will have to be rewritten (if the other parent wants it to be) to allow for travel, how is the child going to get back and forth, how much time will be spent with the other parent, etc.

If divorced parents get back together what happens with the child support?

if a divorced couple decides to get back together, which is great by the way, then whoever was receiving the child support has the oppurtunity to say it's over he doesnt need to pay it anymore. that person would have to go back to court before the judge to change it.

Is there a law mandating the non cust parent to take the child to his activities on their visitation time?

What kind of question is that? Are you seriously a non custodial parent that even thinks that is a question. You don't want to take your kids to their activities? Its called being an involved parent. The law doesnt need to be addressed, you need to step up to the plate and be a parent.

Is the non custodial parent required to pay for child care when they are already paying child support and health insurance?

Yes...a mathematical equation set by your states Child Support Guidelines may be found via the internet. In Florida it is custodial parent- 49% and non-custodial parent- 51% of ALL expenses incurred regarding the children, rent, car payment, insurance, daycare etc...etc...(Obviously the custodial parent doesnt really pay the 49% but has that number as an expense).

Will the courts grant a mother sole custody to her kids if the non custodial parent doesnt see his kids but he is paying child support?

probably Depends on circumstances, but if he's not voluntarily, why does it matter?

What is considered to be support for child support?

In Florida, what is taken into consideration is the custodial AND non-custodial parents income. An affidavit is filed in court (for the hearing), to accurately provide the financial information on both parents. Those numbers need to be verified and are used to determine the custodial parents' financial obligation for all expenses regarding the childrens' needs AND the non-custodial parents' obligation for the same. Usually 49% and 51% respectively. For example: Custodial parents' income is higher than non-custodial. 4 teenagers in High School (no daycare) with higher than normal expenses for food, clothing etc. No medical issues require a total of $1200/month to raise. Custodial parent- 49%= $588 (doesnt have to be paid because you have kids) Non-custodial parent-51%= $612 (you are "awarded" this amount) IF SHE EVEN PAYS

If a 17 year old goes to live with noncustodial parent will custodial parent have to pay child support if non custodial parent owes back child support?

Yes. The non-custodial parent will then be owed the support while child is in there care. But it doesnt relenquish them from their prior debt. If the monies is owed direct to you and not a child supporting agency you can come to an agreement with the other party to resolve the debt and have it entered into a court agreement.
