Qis 77 a cell phone call to the poloce dispatcher?"
Phone your nearest police station and ask them !
The phone number of the San Diego Police Museum is: 619-726-6151.
I am not familiar with all California law but I would say the answer to this question is yes. A police officer can answer your cell phone, but, they may not search (look at contacts etc.) without a warrant.
The phone number of the San Diego Police Historical Association is: 619-726-6151.
The phone number of the Stockton is: 785-425-6372.
You CAN NOT give an officer a ticket, but what you can do is write down the car number and the date and time you obsevered it. Then you can go to the police Staion and ask the dispatcher/receptionist what the officer's name is and file a complaint.
A dispatcher.
On the 1st April 2013, all of Scotland's police forces became one under the name Police Scotland. In non-emergencies calling 101 will connect you to your local police.
Only in a few select states, and I'm talking less than 3. The safest bet is to dial 911 or look in the front of your phone book for non-emergency dispatch number. The best answer here is no, it doesn't go to police dispatch. According to Snopes, it is #77, not just 77, which will reach the police dispatch. Another number is #677.
It depends on what you mean, but I'll take a stab at an answer. If you simply leave your phone off the hook accidentally, no, at least not here in my city. If you call 911 and hang up and the dispatcher tries to call back and doesn't get an answer, they will probably dispatch a car to your address.
