No. Whole wheat flour has not been ground as finely as white flour, nor bleached. However, if you use the correct proportions, and add in a little wheat germ, you can get something similar, graham flour.

Whole wheat flour is just that, wheat that is ground into flour with nothing removed. White flour is just the middle part of the wheat kernel without the bran or wheat germ. Does white bread and wheat bread have seeds in it?

The answer depends on what is meant by seeds. All wheat bread, both white and whole wheat, is made with the seeds of the wheat plant which are ground into flour. White bread is made with flour ground from seeds that have had the outer husk (bran) and germ removed. Whole wheat bread includes the bran and germ in the flour. Other types of bread have different sorts of whole or cracked seeds added to the dough, but these breads would be identified as such. Examples include Cracked Whole Wheat bread, Poppy Seed bread, Rye bread with Caraway Seeds, or Whole Wheat Sunflower Seed bread.

Can you substitute wheat bran for bran flakes?

Wheat bran is slightly lighter in weight, but it shouldn't make that much difference. It probably has a little more of a flavor, but is probably not a big enough factor in any recipe to matter.
