Most state schools charge out of state students more than in state. Residing in Florida, you will pay out of state tuition at a Texas university. When I was there out of state tuition was ten times more than in state tuition. I'm sure the multiplier is much less now, but there is a considerable difference.
He wanted to be a merchant and/or a statesman but once he graduated he had a bachelor's degree.
I think you are referring to Harvard, rather than Herbert. Harvard is a famous university in Massachusetts, and Mr. Obama decided he wanted to become a lawyer, so he was admitted to Harvard Law School in 1989. He graduated from there, with academic honors, in 1991.

I am not sure what you mean by a gap-- perhaps you are asking about the time between when he graduated from Columbia University (1983) and when he went to Harvard Law School (1989). He has said the reason was he wanted to work for a while. But his work in Chicago as a community organizer and advocate for the poor convinced him a law degree would help him, so he applied and was accepted to Harvard. He graduated, with academic honors, in 1991.
