The window motor drives a cable witch is routed around a couple of pulleys. The cable may have come off of one of the pulleys or the cable may have broken. The repair is very involved and should not be tried by anyone not familiar with window regulators.
If the 2002 Beetle window is crooked, then the problem could be that the window track is loose or damaged. If the electric system wont move the window up or down, check the fuse and window relay for a problem.
It could be someting as simple as needing Anti Freez.

You have to be a little more specific. It could be something as simple as the switch or a fuse. The regulator that guides the window could be broken as was mine or an electrical problem. Start with the switch.
I can't say for certain but I think that year has a crank sensor which could be bad also it could be a fuel problem or even an ignition problem
