I would believe so, it can be difficult to unlock your iphone though but the iphone is exclusively at tmobile in Europe.
If you are willing to pay Roaming prices to AT&T for having called from Ireland all the time then yes but otherwise you can't because the iPhone 3gS can only be bought WITH an AT&T subscription. I know what you're thinking "the iphone 3gS is so cheap in USA" but unfortunately APPLE wants more money so they make it sim-locked to AT&T...

From iPhone 4 and beyond you can use simple software to unlock your phone. The 3GS is not able to unlock your phone unless you buy a special SIM card or take it to a different carrier

Apple sells unlocked iPhone for $649. It may seem like a lot compared to $199 or $299 for Verizon or AT&T but you have to sign a 2 year contract. Another option is buying in the UK but if you buy it from the U.S. you can always unlock it at unlcock att .com
