Asking people is a polite thing to do; however if for whatever reason you can't, you can do as many writers do and say at the start, 'All characters and/or places used in this work are totally fictional. Any resemblance to real people and/or places is entirely unintentional.'
If this is a personal story of your life and the persons in your story are deceased you can use their names, but, when writing a story about the people you know you should change their names and in the front of the book a clause can be put in 'this story is true; the names have been changed to protect the person's involved.' If one is writing about John F. Kennedy for example they can use real names, but must do their research well.
People change their names when the get older because they are not the same people as an adult. Maybe they like their name as a kid but they change when they grow up.

Of course the people of the Neolithic era had to have had names but, unfortunately, since the Neolithic era is pre-history (before writing was used) we don't know what these names were. If you do an essay or project and need a name for your character just look up unusual names and select one-no one will know the difference! I did this and I got really good marks. Hope this helps!
