If the water in the pool is very clear and the chemicals are correct but the white fiberglass steps skimmers returns have a yellow substance that can not be scrubbed off how can you clean them?

Try using a MR Clean Magic Eraser Sponge. I have used the Mr. Clean Eraser on my steps and inside my skimmers after heavy swim loads to remove build-up. It works WONDERS without chemicals!
