Try using a MR Clean Magic Eraser Sponge. I have used the Mr. Clean Eraser on my steps and inside my skimmers after heavy swim loads to remove build-up. It works WONDERS without chemicals!
Sounds like mineral deposits or algae. Have a water sample analyzed by a local pool supply co. They should be able to help you with specifics.
Try using bleach but make sure to wear rubber gloves and wear clothes you don't care about because it can be a big mess.
