Well I think that this definitely depends on the size and material of the bottle, the age and gender of the goats and of course it is imperative to know exactly how many pickled peppers qualifies as 'a peck'. I would recommend to Peter Piper to try this a few times and see what effect the different variables have on his results but at an outside guess I would have to say around six goats, unless they are kids in which case I would say about eight.
