HIV can be contracted through a drop of blood touching your tongue. Microscopic skin tears, cuts, or lesions may be present on the tongue allowing the HIV virus to enter into the body. Keep in mind that when the drop of blood touches the tongue, often it mixes with saliva and therefore dilutes and spreads to the entire mouth allowing more surface area for the blood and possible virus to come into contact with skin irregularities.

While I can't find a link to support it, and I'm not an expert, my opinion is that if you somehow got fresh blood in your mouth from an infected person, AND if you had a sore or break in your skin inside your mouth, you would be at risk.

The lesson is to be careful about getting someone else's blood either on your hands or in your mouth.

Saliva is considered a low risk fluid. There is still a chance to transmit HIV, although it is small. Blood, on the other hand, is considered high risk. Genital secretions are considered high risk as well.

So to answer your question, kissing by itself with is very unlikely to result in transmission of HIV. Kissing with blood involves ups the risk factor considerably; and any kind of genital secretions are likely to infect a partner. If there is blood involved, the chance of contracting the disease just escalates it, but they're already exposed to a high probability of infection.
