If a card that's in your hand says it can only be special summoned by discarding a card from your hand do you need another card to special summon it can you just use the effect?

it means you must have at least 2 cards in your hand. if you don't then you can't use the effect.

um, yeah... all monster can be normal summoned, flip summoned, special summoned etc unless specified otherwise. eg, ancient gear golem says "this card cannot be special summoned".
