You have created a dead short in your circuit somewhere. Since you didn't say what you did to the switches, I am guessing that instead of just connecting the switch input to its output, that you instead connected a hot wire to ground. Withe the breaker left off, open the switch box or boxes and undo what you did and leave all wires disconnected. Put wire nuts over bare wires to reduce shock hazard. Turn the breaker back on and see if it stays on. If it doesn't you probably have a nick in a wire that is touching ground after you messed around in the box. Try and reposition all wires and try breaker again.
If the breaker stays on, turn it off and reconnect your switch jumpers one at a time, turn the breaker on, and see results. Do this until you find the wiring error that causes the breaker to trip. If you have 3-way switches involved, it can often be difficult to determine where the supply voltage originates. This can be done with a volt meter, but requires some basic electrician skills and knowing how a 3-way switch functions.
The place where the power drop from the electric company enters your house. The service panel is where the fuses or breaker switches are.
A double breaker is a breaker that has 2 switches on it. One of the switches is 20 amps and the other is 30 amps.

If unaltered, it would by called a "tandem" breaker. Typically used to add new circuits to a full load center.
The proper ampere rating of a circuit breaker for an electric arc welder depends on the arc welder. Each is different. Look at the nameplate on the arc welder and choose the circuit breaker and wiring accordingly.
Yes. Since you want your breaker to be less than the maximum rating of the receptacle this would be fine.
Go out to your breaker box (usually in the garage or in the basement), open the cover and look down at all the switches. One or more of them has been switched off. Flip it back to its on position.
Dodge does not use inertia/reset switches.
