You can write whatever you though about the book, so long as you have sufficient reasons and argument to support your conclusion. If you hated the book, you just need to clearly justify why you hated it.

I don't think you can do a book report without reading the book. Unless you go on line to research the book, you might be able to wright a book report on it. But for the most part, no you cannot write the report if you don't read the book first. I usually do the book report while I read the book.
