Many states are having financial problems that slow down the processing of refunds. Also, if you filed near the deadline, it always takes longer because of the large number of people filing.
Your state revenue department probably has a place on their web site or a phone number to check the status of your refund. If you are worried, refer to one of these places.
If you were not required to file in 2007, that should not be a factor. If you were required to file but failed to, that may be a factor.

You do not pay taxes on a federal tax refund from the IRS unless they sent your refund late and paid you interest on the amount due to you. You would have received a 1099 from the IRS which shows the interest paid to you.
