I'm writing a book where someone dies do you think i should have a story line with them involved before the character dies?

This truly depends on what feelings you want to convey through this character's death. For example, if you want this character's death to be truly sad for the reader, you probably would want to include them in the story in order that the reader gets to like them. In the same way, if you want the reader to be glad the character dies (like if it's a bad-guy), you would want to include and develop them so that the reader will dislike them and rejoice at their death.
So if you want strong emotion from the reader at the death, you should probably include them in the earlier plot. However, that is not a solid rule. With careful writing, the person's death may be even more sad (or happy) not knowing the character that well before the death. For example, let's say that there is a battle, and there is a very young and inexperienced young man fighting, (one that has no part earlier in the story), and though he is doomed and unable to hold his own, he charges valiantly into battle to his death. In this case, the reader is saddened because he was willing to give his life for his cause.
But if you're not aiming for strong emotion in the reader, you probably shouldn't include the character in earlier story lines. Because when a character is included, inevitably some of the readers will become attached to them, and will cry when they die (well, maybe they won't cry, but you get the idea).
Also, if you want, you could leave them out of the story line, and when they die, the main character could deal with the death, and other peoples reaction to it (grief, anger, etc.), in different ways.
Anyway, like I said, it all depends on what sort of emotion you want to convey at their death.
