I would not give water to a newborn puppy. There is no need for them to drink it, their mother's milk gives them all they need. To try to give a newborn puppy water could cause problems, such as possible choking, as well as chlorine, etc. in the water that could cause health problems.

They don`t drink much at that age but keep a small bowl down and let them know where it is and they will drink when they are ready.
