That means that the the voltage regulator on your speedo cluster is busted. You can replace the whole cluster quite easily. Pretty much unscrew and unplug the cluster and install a new (or good used one.) Why not take this opportunity to install one with a rev counter. The 1600 cluster with the rev counter works on the 1300.
I would check with Toyota and make sure its not covered by recall. Our 2004 had both of them fail and Toyota replaced them for free.
Both of those gauges have separate temperature sending units somewhere on the motor block. It is not likely that they would both go out at the same time BUT IT IS POSSIBLE!
