I believe you would not not be mandated to buy insurance if you make $22,050 for a family of four. That's not your situation though.
The other way you won't have to buy insurance is if the cheapest policy available is more than 8% of your income. So, unless there's a policy that costs less than $1780 a year, you will not be mandated to buy one.
Of course, if there were a policy that cheap available, you should jump on it. I can imagine you must be very, very, very careful with money in your situation, but this stuff will save your life and your children's lives (and save you from bankruptcy), and at ~$150 (really more like $100 since this comes out of pre-tax dollars) a month that would be a steal. Healthcare is pretty critical, right after food, clothes and shelter.
