It was first presented by Slovene patriots/nationalists in Austro-Hungarian empire in 1848, as the tricolor of white, blue and red.
The colors are reportedly taken from the crest of the land of Craina, that was the most "Slovene" of all Austrian lands. Nowdays Slovenia also covers parts of othe former Austrian lands, such as Styria, Carinthia, Istria, Goriska, but Carnia was the only one that belonged to Slovenians entiirely. It's crest was a white field, and on it a blue eagle with red talons, tongue and a crescent on it's chest. Those colors translate into the white, blue and red flag.
Since these colors are also used in the Russian flag, different emblems were added in time. For instance in the time of Tito's comunism, a red star, symbolizing communism was in the center of the flag of the autonomous Republic of Slovenia. In 1991, after Slovenia declared independance, a new crest replaced the star, but was desigend kind of in a hurry and is still debatable weather it is graphically acceptable as a national symbol. It depicts three mountain peaks of mount Triglav, a symbol of Slovenia for over a century, below it a wavey line represents the sea coast, and above it they placed three golden sixpointed stars, taken from the crest of the medieval family of Cilia (Celje). The Cilia lords were the one of the most powerful houses in medieval Europe, and a daughter of this house Barbara was the emperess of the Holy Roman Empire. Thus they have become a symbol of Slovenia.
