i have the same car you must take the upper motor mount completely off the engine to change the belt

I also have the 96 Bonneville SE. I was able to R&R the belt without completely removing the motor mount and bracket. First take some of the weight/stress off the motor mount with a floor jack under the oil pan. Next, loosen the two motor mount bracket nuts up top. Then remove the lower nut and stud. Best way is to remove the front wheel splash guard from underneath and go through there. Unscrew the lower stud out of the the engine block. Stud should come out of the engine when you remove the nut, if it doesn't you will have to remove the stud with a torx socket or a 12 pt socket. Slide the stud out enough to remove the bracket sleve. You may have to move the engine up and down or pry the bracket to get a little seperation.

You can now replace the belt .
