Street View was launched in May 2007 so no photographs are older than that. Google is updating its imagery database on an ongoing basis so the images vary depending on the area. Google Maps normally shows the imagery date on the bottom left of the image. Likewise, to see the image date in Google Earth you first need to enable the 'Status Bar' option in the View menu.
Likewise Bing Streetside eye-level imagery varies on the area as well but the date is not displayed. Streetside was launched in December 2009.

Best website would be to use Google Maps or Bing Maps, but realize that the satellite imagery is on average 3 years old.Just type in an address from either and it will fly-to that location showing best available aerial or satellite images. With Google Maps you may need to change to the Satellite or Earth View if you're in Map view. Then you can enable Street View to see if high-resolution street-side photographs are available. In Bing you can enable Bird's Eye mode for a better angle of aerial photography.There are also alternatives to websites like Google Maps which include software like Google Earth.

Much of Google's imagery actually comes from aerial photography mostly in airplanes with special high resolution cameras. Google make bulk updates to Google Earth and Google Maps imagery usually every 60 days but not all areas are updated on each update.
A "Google photo" may refer to different things. First possibility: You are referring to Google Streetview. In Google Streetview, one can view (where available) 360 degrees panoramic pictures taken of a street at different positions in that street. The pictures were taken by 9 directional cameras, covering a view of 360 degrees, which are mounted on a car along with a GPS unit. If you are refering to Google images, these images were indexed by the Google crawlers.
