Punches are usually more than piercings but I don't know what size you're getting so I can't say whether you're getting a punch or piercing. Some shops don't do punches but most do so just ask.
Technically, you could. There is a difference in gauge size though. An eyebrow piercing is a 16 while a belly ring is a 14. It would hurt to move up in size and would probably look unattractive because belly rings have much bigger jewels/ends.
Standards for an eyebrow would be 16g, the 3rd smallest you can do. You can always ask them to pierce it in a different size, but the shop might charge you $5-10 more.

The longer you had jewellery in the piercings, and they have become seasoned piercings (over a year old) then the piercings can remain viable for several weeks (this also depends on the gauge the piercings were done at).
