A garbage truck weighs about 18 tons or 36,000 lbs when it is empty.
The average garbage truck is quite heavy and weighs in at around 30,000 pounds. It is much heavier than the average truck due to its size and additional equipment.

Depends on the configuration, frame length, etc. On a truck with a single rear axle, the max interstate weight is 33,000 (that's max weight, not empty weight), but some states may allow 35,000 or 36,000 on secondary roads. For a tandem axle truck, it's typically 52,000 - 54,000 max weight.

Depends on what type. A traditional rear loader usually ends up being two people per truck. however, trucks doing dumpsters (whether they be front loaders, side loaders, or roll off trucks) only require one. Likewise with barrel loaders such as the ones made by AMREP and PendPac - only one person is required.

Depends on the configuration (single axle, tandem axle, tri-axle, quad axle, tractor-trailer, etc) and what the state allows.
