It can be cashed in at the Casino for $10.00 (but you must gamble to get one - the cashier will not sell you one). It costs the Casino more than $10 to make one, so they are being pulled out from the public, but will get up to $17 on the aftermarket (e-bay). I would not let mine go for less than $14.
