Starving yourself really isn't a sensible option. It'll be uncomfortable, unhealthy and not particularly effective. Going on a real strict diet will cause your body to slow right down, making it even harder to lose weight. On top of that, going on a crash diet makes it real easy to put the pounds right back on when you return to sensible eating habits.
You're better off aiming for a healthier and less strict diet, which together with some exercise will let you lose 1-3 lbs/week.
Cut down on sodas, snacks and everything deep fried, and you can lose those pounds in a healthy manner in 3-4 weeks.
This is a tricky question to answer. The short answer is that there is no such duration. That is, it is generally accepted that genuine weight loss in a typical week maxes out between 1 and 2 lbs. Any weight lost above 2 lbs can be attributed to water loss, and excessive water-weight loss can easily cause dehydration.

Now, if you just want math...
A 150 lb male burns approximately 100 calories per mile running. It takes a calorie deficit of 3500 calories to burn a pound. So, to burn 7 lbs would require a deficit of 3500 calories/lb x 7 lbs = 24,500 calories.
Therefore, to burn 7 lbs, our intrepid runner would have to run 245 miles per week (24,500 calories / 100 (calories / mile)). Assuming that our runner can run a 10 minute mile for all 245 miles, he would have to run for 2450 minutes per week (or 40 hours, 50 minutes).

But, again, totally unsafe and unrecommended.
If you saw through the elbow, probably about 5 minutes, depending on your threshold for pain and the availability of sedation.
Its not all about the exercise. You need to maintain a negative caloric balance which means watching what you eat too. Negative 3500 calories is equivalent to one pound of body fat lost.
