They don't give them anything.... some Iranians are actually richer than some Americans.

While it is true that there are certainly wealthy Iranians, this is not the reason Iran lack US Aid, as is evidenced by the fact that the United States gives Aid to Saudi Arabia where some of the world's wealthiest individuals live. US Aid is preconditioned on having an international policy that is at least amicable to the United States if not pro-United States. Iran has consistently refused to have meaningful relations with the United States and the government of the United States, therefore, sees no reason that it should provide taxpayer dollars to fund a regime with hostile interests to its citizens.
