So if both bodies were placed near a third body much larger and much more

The moon's surface is littered with countless craters of varying sizes. There is no moisture on the lunar surface. The moon is covered with a very thin (about 1/2" thick) later of regolith, which is basically just lunar dust. The regolith is what makes the moon shine so brightly at night. The dust sticks to everything that touches it. Lunar dust is not like dust on earth. It look like a very fine powder.

The Earth's surface is 75% covered with water, and the planet has an atmosphere. It also has more physical features sich as mountains and rivers.

The Moon has no liquid water and has no atmosphere. It only has about two inches of dust and a lot of craters which vary in size.
