While markup is only used to do markup (strangely enough), to mark elements as headings, text, images, anchors or whatever. Programming or scripting languages are used to do calculations or different task that basically can make stuff happen.

HTML is a "mark-up language." It's used to group data into categories that describe the kind of data represented. (For instance, lists.) HTML by itself is static--once your code a page, the page does not change.

Programming languages employ logic to accept user input (like moving the mouse over something or clicking) and turn it into output (like showing a menu, or saving data.) The key difference is that a programming language has the ability to make decisions based off the current input (whatever that might be.) If the user clicks the link AND they haven't been to the site before then show them a warning box.

HTML is simply not capable of that kind of process.

If it helps, you can think of HTML in the same way as you might use a highlighter in a text book. HTML does not deal with the look of the data, merely with distinguishing what parts of the data are which kind of data.
