I don't know if there is any time limit on collection of fines like this. Generally if you don't show up for court and have not paid the fine, a bench warrant is issued for your arrest automatically. At some point, your driver's license will be cancelled as well. At a point when you go through a road block or get stopped for another violation, you are put into handcuffs and taken to jail. That's it. You will have to pay the original fine plus court costs, penalties, all of this before you are released. Then you'll have to pay to have your license reinstated if the Judge feels like letting you.
