Brigham Young was never the leader of Salt Lake City, he was the leader of the Church of Jesus Christ of Latter-day Saints from 1847 to 1877 and was the Govornor of the State of Deseret from 1849 to 1851, when the State of Deseret became the Territory of Utah. He was the Governor of the Territory of Utah from 1851 to 1858.
