Washington, Madison, William Harrison, Taylor, Andrew Johnson, Grant, Garfield, Theodore Roosevelt, Harding, Hoover, Truman, Eisenhower, Kennedy, Lyndon Johnson, Carter, Reagan, George H. W. Bush, and George W. Bush were not attorneys.

However:

Washington served as a justice of the peace for 14 years.

Theodore Roosevelt, Harding, and Lyndon Johnson studied law briefly, but never passed the bar or practiced law.

Truman served as "Chief Judge" of Jackson County, Missouri, but that post was actually the chief administrative officer of the County, and had no legal duties.

26 of the 43 US presidents were admitted to the bar as lawyers. Madison and Monroe studied but did wish to practice it. Theodore Roosevelt went to law school for a year but dropped out without taking the bar exam. Woodrow Wilson was a scholar of political science and taught law courses but was not a lawyer.
