These is not enough info in this question. Firstly, what has this 1500 watt heater got to heat? Itself? A room full of air? How big a room? Any heat loss from the room?
Also, what is the electrical output of the turbine? Its output will probably be the same in almost all wind conditions apart from very low wind speeds (because the blades can be feathered).
I don't know about the outside diameter of the hoses but, the outside diameter of the heater core inlet and outlet tubes are 3/4" (inlet) and 5/8" (outlet).
No as the heater is run utilizing the fluid from your radiator and an electric fan. Using the air conditioning does as the pump is run from a belt on your engine.

Because it uses electricity.. Modern cars oftern use the AIR CONDITIONER as a heat pump instead of using a HOT WATER HEATER as in years past. Even the hot water heater utilizing engine heat had a blower which would use electricity.
