According to the National Census, there were 44 million living in poverty in the United States alone. This also takes into account what the government would consider the national income average for middle class incomes at that time. Therefore anyone under that average would have been classed as poor or in the poverty level.

The approximate percent from 2001 is 8%. Then raised to 10.6% by 2006. Today it is about 12%.
