That would depend on where in the world you are. If you were at the North Pole there would be 24 hours of daylight, while at the South Pole there would be no daylight. At points in between the two poles the amount of daylight would be different. At the equator the amount of daylight hours would be about 12 hours.

This value depends on where in the world you are. There is always 12 hours of daylight at the equator. As you move away from the equator to the poles, the intensity and duration of light can change drastically. During summer at the poles, there is 24 hours of low-angle daylight, for example. This means that while the sun never sets, it is not intensely hot, either.

That will depend on where exactly you are in the hemisphere that is having its summer solstice. Close to the equator it will be about 12 hours, while at the pole in that hemisphere it will be 24 hours. So it is anything from 12 to 24 hours, depending on your specific location.

There is no solstice in the fall. You get an equinox then. Solstices occur in summer and winter. At an equinox, the hours of daylight are equal with the hours of darkness, so about 12 hours. At a solstice, it will depend on where on the planet you are as to how much hours of daylight there are.

Why does Washington state have longer daylight than southern California when they are in the same time zone?

Washington is farther from the equator than California. The closer you get to the equator, the less the amount of daylight per day deviates from 12 hours. The closer you get to the poles, the greater the difference in the amount of daylight between the summer solstice and the winter solstice. I used to live between 40° and 41° north latitude. The amount of daylight there on the summer solstice is about 15 hours, and it's about 9 hours on the winter solstice. Now I live near 30° north latitude, where we get about 14 hours of daylight on the summer solstice and about 10 hours on the winter solstice.
