Not even 1 if you intent is to sell the vehicle to make a profit. But if you are selling a vehicle you have bought, put in your name, and been driving for years then you are not going to make a profit on it so it is legal to sell. Go out and buy a vehicle and turn around and sell it at a profit and then you need a used car dealers license. It is all about your intent.
