A permanent resident can apply for citizenship after 3 years of marriage to a US citizen. You will need to fill out form N-400 ( Naturalization) which comes with a $330 (processing fee) and a $70 Biometric (finger print & background check).

If you are applying based on 5 years as a Permanent Resident or 3 years as a Permanent Resident married to a U.S. citizen, you may file for naturalization up to 90 days before you meet the continuous residence requirement. For example, if you are applying based on 3 years of continuous residence as a Permanent Resident married to a U.S. citizen, you can apply any time after you have been a Permanent Resident in continuous residence for 3 years minus 90 days. You may send your application before you have met the requirement for continuous residence only. Therefore, you must still have been married to and living with your U.S.citizen spouse for 3 years before you may file your application. You must also meet all the other eligibility requirements when you file your application with USCIS.

If you entered the US lawfully, the process can take as little as 6 months. If you entered the US unlawfully, you will need to obtain a hardship waiver and then return to your country for an interview. If you are abroad, the process takes about one year.

Once the US citizen spouse petitions using Form I-130 for the alien spouse's green card and the priority date becomes current visa will be available for the applicant to enter US will a conditional green card valid for 2 years which using the Form I-485 status should be adjusted to permanent residency 90 days before the conditional status expires.

The person who marries the US citizen should first become a permanent resident before moving on to file citizenship application. They must have maintained the status of a permanent resident for at least 3 yrs. So only after this time can they apply for their citizenship. It is not easy to get US citizenship. The only advantage of applying for citizenship after marrying a US citizen is that the continuous residence criteria gets reduced to 3yrs.
