Well to begin with one has to know the following
1- The BTU input of the fuel #2 oil = 138,000 - 140,000 BTU per gallon natural gas = 900 -1,200 BTU per cubic foot
2- The Firing rate of the burner
3- The incoming cold water temperature
4- The SET temperature of the hot water 110 -180 DEG depending on application
5- How many gallons are being heated 2 - 200 gallon?
6- Ambient temperature
7 Tank insulation R factor
8- Age of the tank as mineral deposits rob efficiency as it acts as an insulator
Shouldnt be more than a few minutes. As soon as the power goes back on, within 2 minutes, you should hear the heating elements making a popping or clicking noise as they heat up.
it depends on the size of the tank, how well insulated the tank is, the ambient temperature and how hot the water was initially as set by the thermostat.

Your hot water tank is not working properly or someone used up all the water before you did. If one element is blown on an Electric tank and the other is working, your hot water will not last very long.

You could install a recirculating pump near your hot water tank and run a pipe from the furthest fixture that has hot water to this pump. This pump would then circulate the hot water back into the COLD inlet of the hot water tank and have hot water available at each fixture when you want. You would require a check valve where the recirculated water enters the cold supply to your hot water tank. CALL A PLUMBER THAT HAS FREE ESTIMATES!!!
