It probably is growing without you realizing it. Puberty is a time when many things are happening, and they don't all happen at the same time for everybody. For most boys, the first thing that happens is that the testicles begin to enlarge. The skin becomes darker and they hang lower. Pubic hair may grow first before any real increase in the size of the penis becomes apparent, or it may go the other way around. Boys often have anxiety about the size of their penis, especially if they see their peers growing more quickly than they are. The truth is, the penis is very likely growing along with everything else, but because the boy is not necessarily an objective observer, it is easy to be impatient with the process when little progress is seen. It may also be more difficult to see penile growth in a boy who may be a little overweight or chubby, as the growing penis may be buried in the fat-pad over the pubic region.
