In September 2011, States and cities/towns are STILL rebuilding after Katrina. Although basic services are back up, many, many areas still show the devastation as if the storm just happened a few months ago! I believe originally that government officials predicted that recovery could take a decade. But, the US has since experienced other hurricanes, floods, fires, etc. Resources at FEMA and Red Cross are stretched thin. The Federal Government cannot possibly help every area.

A hurricane is a non reasoning entity , please do not ask questions like this. I assume that the questioner is not very familiar with the English language, possibly a recent immigrant. Probably what he/she wanted to ask is: 'Did people take precautions when warned that Hurricane Katrina was approaching?'. The answer is that some precautions were taken, but the flood defenses in New Orleans had not been well maintained for some years.
