The dates for the inauguration of the President and Vice President of the United States were changed by Constitutional Amendment when FDR became President. The date changed from April 4, to January 20. Herbert Hoover had been President and after he lost the election he had been unable to get any program through congress. As a result, the nation was unable to deal with the continuing economic crisis, which kept getting worse and worse. When FDR became president, he closed the banks and took inventory stopping the continuing collapse. After 4 days he reopened the banks. Credit again existed.

The date change guaranteed there would never be such a long period when a president could not act.
