If you do the four year program if you in-list in the military it automatically gets you higher ranked and higher pay
If you live near a high school that has a JROTC program, you can talk to both principals, your parents, and/or whoever else need be involved, you can technically attend the other school's JROTC program. You will most likely have to provide transportation, though. It is different with every school district. I know for a fact that a small, determined group of students can get a program started at their through petitioning. As long as your school meets the population requirement. Look into it. All the JROTC's websites are informative. If after this you still cannot join JROTC, you should start looking at other programs such as CAP (Civil Air Patrol), BSA (Boy Scouts of America), Girl Scouts, Young Marines, U.S Naval Sea Cadet Corps, U.S Army Cadet Corps or Sea Scouts (a BSA activity).

You can get promoted quickly if you do more than perform your duties. Try to get involved in JROTC's other events and activities. Join the Drill Team, Color Guard, and/or Raiders. All of these are after school curriculums. Also try to participate in the community services your JROTC intructor might hold once in a while. Ask him or her about upcoming events and community services. Also study, mainly about the history of America. Questions about this topic will be asked when you go up for promotion.

Army JROTC does indeed have "Dress Blues" called the Class-A Uniform. It only depends on which Brigade you are in (i.e. Your location) and what resources your Brigade has at the moment.
It would be preferred to have a degree in accounting if you choose a career in accounting, but that might not be true always. Even if you took other courses, you could apply for accounting position through other skills that might be needed by the company. There, you may be given training for your relevant tasks. Then, you should be able to determine which course that you want to take. For school courses, most college have fundamental courses for accounting.
