While I assume you mean how fast can the bird fly, I'll include this snippet in case:

SR-71 Blackbird set the world speed record in July 1976 of 2193.167 MPH and still holds it.

The Bird Corvus corax or Raven, the best I am able to determine is about 14.3 miles per hour. The flight of birds is not an easy thing to accurately deduce.

The red-winged blackbird, Agelaius phoencius, has a top speed of nearly 30 mph.

Why do seagulls flock to parking lots?

Seagulls love our leftovers and where ever there are people there are leftovers. Additional, seagulls are good flyers. They look for every opportunity to rest so that they can fly with less effort. The parking lots are usually black. Black is an excellent absorber of heat (from the sun). This warmth cause the air near it to heat and rise. It is this rising air that permit sea gulls and other soaring birds to fly with less effort by catching a ride.

How do winds tend to move?

Winds tend to move from opposite the directions that seagulls fly. Because seagulls tend to fly from low pressure cells to areas with higher atmospheric pressure, the direction of the wind generally flows against the flow of seagulls.
