The Western European Union was an organization that untied Western Europe. However, it was terminated in June 2011. The European Union could also be labeled as uniting Western Europe in addition to other parts of Europe.

The development of a European citizenship unites Europe because people think of themselves as citizens of Europe, NOT necessarily as citizens of their own country.
