First - individuals do not file "charges" on anyone. You may file a complaint and the police will investigate - and if warranted, present the facts to the prosecutor - only the prosecutor can file "charges" against anyone.
This may simply be a matter of the kind of "assault" that is being claimed and who it was that 'assaulted' the child. If this is a 'child-on-child' fight, the police will usually not become involved unless it is a repeated act and/or rises to the level of a criminal offense. Police only enforce the CRIMINAL laws.
On the other hand, if the "assault' was of a violent or sexual nature or committed by a non-blood-relative adult (see comment on the discussion page), they SHOULD be investigating the report. If you have a complaint with the actions of the police, file a complaint with their department or request an interview with the prosecutor's office to discuss the matter.

YOU cannot have the charges dropped by yourself. Such an assault is a crime against the state and only the prosecutor can 'drop' the charges. If you are a reluctant 'complaining witness' speak to the prosecutor about your hesitation to go forward.
