Ozone is produced when molecular Oxygen absorbs ultraviolet energy and the electrons are excited to a higher level that allow an unstable O3 to form. The Ozone O3 wants to drop down to a more stable molecule so it gives off violet and then blue energy in the process. As we use up the molecular Oxygen by the combustion process of burning "fossil fuels", more ultraviolet reaches closer to the surface of the Earth. This is the correct Organic Chemical description of Ozone. Some other airborn molecules are able to absorb ultraviolet energy and yet the if there was enough molecular Oxygen, Ultraviolet would be absorbed greatly before making its way to where damage to our lifeforms could occur. When plants die, they are burned or metabolized and use up the same amount of O2 as they produced in their lifetime. It took 3.5 billion years to produce the surplus of Molecular Oxygen as when man first began to burn "fossil Fuels"..
