You can supply your IMEI number to your cellular provider, and they can use it to see if that particular handset is currently being used. They probably would not be able to reveal to you who's account it was linked to unless it was your account.
To the best of my knowledge you cannot actually trace the physical location of a phone itself with just it's IMEI number, your cell provider can only use the IMEI number to bring up the cellular phone number that it's linked to.
