At the meter there should be a shut off on the house side. May be like a regular house faucet, may be one that requires a crescent wrench to turn. This type is a quarter turn type and may have an ear sticking out with a hole in it so that when closed it can be pad locked. There should be a shut off on the city side also, but these usually need a special key to shut off. Sometimes, an 11/32 6 point, 1/4 inch drive scocket will fit on the city shut off, sometimes.
