They usually have only one filter system The pool is automaticaly topped up. the water overflows the pool edge into a balance tank and from there the water is drawn to a filter, Filtered and returned to the pool.
You may have clogged jet in the carb, or in the small fuel filter. Check everything from the tank down to carb, and if necessary take carb apart.

it doesn't have an actual filter, it has an internal "sock" filter inside the fuel tank itself.....to change it you have to take the tank out.
You can not measure the pressure in a swimming pool. If you mean the pressure on the filter tank gage then you may have to backwash the filter. Talk to your local pool store for instructions as how to maintain a swimming pool and the equipment. Get some education on swimming pool maint. before you get into some real trouble. A pool is not too forgiving for someone without a basic knowledge of pools.
