First of all, the phone number: there is no area code 490 in North America (USA, Canada, etc.), and there are no valid international numbers beginning with +49 0, so it appears to be a bogus number.
As to the root of the problem, it sounds very much like a fax machine that is mistakenly programmed with your telephone number. When it fails to connect and send the fax, it tries again and again until it reaches its retry limit.
If you have a fax machine or know someone who would let you borrow one, try hooking it up. For one, the fax machine on the other end will stop once it successfully sends the fax. Also, the content of the fax should contain contact information for you to call them and tell them to stop faxing you.
